Terms of use and conditions of accreditation

The General Terms of Use and Accreditation (hereinafter the “Terms”) for the Event Management System (hereinafter the “EMS”) for the 30th IHF Men’s Handball World Championship (hereinafter “MHWC 2027”) apply to registration, use and accreditation within the MHWC 2027 EMS. The EMS is an accreditation and booking platform offering users services for MHWC 2027 at the host locations of Hannover, Kiel, Cologne, Magdeburg, Munich and Stuttgart. Users must first register to use the EMS before applying for accreditation or booking additional services. Access to the EMS is granted on the basis of the user’s role at MHWC 2027. 

 

These General Terms of Use and Accreditation also apply to access by accredited persons to MHWC 2027 at the respective host locations, particularly within and around the arenas where the event takes place (hereinafter the “Event Premises”). The house rules of the respective Event Premises also apply to visitors to MHWC 2027, including persons accredited through the EMS, and are expressly incorporated into these General Terms of Use and Accreditation for the EMS. 

 

I. General Terms of Use for the EMS 

§ 1 Registration  

 

  1. To use the EMS and its functions, users must register in the EMS. Registration may be completed either individually or on behalf of a particular user group (for example, by a team manager acting on behalf of a federation). Where registration is completed on behalf of another person, the MHWC 2027 organisers assume that the registering user is authorised to act on behalf of the person being registered. 
  2. Registration is open to all persons whose use of the EMS is considered necessary by the organisers for the performance of their role at MHWC 2027. Registration is completed only once the organisers have expressly confirmed it (for example, in the EMS or by email). There is no entitlement to accreditation. 
  3. Users must provide accurate and complete information in response to all requests for data during registration in the EMS. This also applies to information about any user or user group they represent. Any changes to the information entered must be updated in the EMS, and the information must be kept up to date. 
  4. Each person eligible to register in the EMS may register only once. 
  5. Users must keep confidential the password they have chosen to log in to the EMS. Users are liable for any damage resulting from third parties learning their password through the user’s negligent or intentional conduct. If a user’s password is stolen, or if a user becomes aware that their password is being used unlawfully by a third party, the MHWC 2027 organisers must be informed immediately. 
  6. The MHWC 2027 organisers reserve the right to expand, modify or improve the EMS and its functions. If any changes affect users or user groups, those affected will be informed accordingly. 

 

 

§ 2 Obligations of EMS Users 

 

  1. The functions of the EMS may be used only for the purposes specified for MHWC 2027. 
  2. All users must comply with applicable laws when using the EMS. Users must ensure that their use of the EMS does not infringe any third-party rights. 
  3. Users must not distribute viruses or send unauthorised bulk messages. They must also refrain from any actions that could jeopardise the performance or availability of the EMS functions.  

 

§ 3 Copyright 

 

  1. All content and materials available in the EMS are and remain, at all times, the intellectual property of the MHWC 2027 organisers and are protected by the applicable laws.

II. Accreditation Terms 

 

§ 1 Accreditation 

 

  1. To obtain accreditation for MHWC 2027, an application must be made in the EMS within the published deadlines by submitting the accreditation form for the person to be accredited. By submitting the form, the user confirms that the information provided about that person is accurate and that the user has read and accepts the General Terms of Use and Accreditation for the MHWC 2027 EMS.  
  2. An application for accreditation on behalf of another person is expressly permitted only if the applicant has the necessary authority to act on that person’s behalf, provides truthful information about the person to be accredited, and informs that person of the content of these General Terms of Use and Accreditation for the MHWC 2027 Event Management System. 
  3. An application for accreditation for a minor must be made by all of the minor’s legal representatives or with their consent. 
  4. Accreditation badges will be issued in good time before the event begins at the accreditation centres designated by the MHWC 2027 organisers at the respective host locations. Badges must be collected in person by the accredited person or by an authorised third party. An official photo ID must be presented upon collection. 
  5. The MHWC 2027 organisers reserve the right to request evidence of the purpose of an applicant’s activities (for example, a press card). Such evidence must be provided upon request. 
  6. All accreditation badges remain the property of the MHWC 2027 organisers. If accreditation is withdrawn under § 5, the badge must be returned to the MHWC 2027 organisers immediately upon request. 
  7. Accreditation badges must not be reproduced. Any attempt to enter MHWC 2027 Event Premises using an accreditation badge not issued by the MHWC 2027 organisers may constitute a criminal offence and will, in all cases, constitute a breach of the house rules of the MHWC 2027 venues. 
  8. Accreditation badges must be handled in a way that prevents damage, destruction or loss. Any destruction, loss or theft of an accreditation badge must be reported to the MHWC 2027 organisers immediately. The issue of a replacement badge or the reprinting of a badge is at the discretion of the MHWC 2027 organisers. The organisers reserve the right to charge a fee for any reprint. Badges reported as stolen or lost will be deactivated. 
  9. Images and/or videos of accreditation badges must not be published. In particular, the QR code printed on the badge must be protected and made unreadable in any recording or image.  

 

§ 2 Validity of Accreditation 

 

  1. Accreditation is valid from Tuesday, 12 January 2027, to Sunday, 31 January 2027. Different arrangements may apply to certain accreditation categories. The groups concerned will be informed separately. On days when accreditation is not valid, the holder has no access to restricted areas or the associated services. 
  2. Presence at a venue for the purpose of media coverage of MHWC 2027 is permitted only with accreditation valid for that purpose and within the designated zones. 
  3. Accreditation does not generally include a seat. It also does not entitle the holder to consume food or beverages in the VIP area unless otherwise indicated. Eligible persons will receive catering in the areas designated for their accreditation upon presentation of their badge. 
  4. Accreditation does not entitle holders to enter restricted areas of the Event Premises while off duty. However, on days when their accreditation is valid, holders may access areas open to the general public while off duty. Off-duty access is limited to the venues for which the respective accreditation is also valid while on duty. 
  5. Accreditation never automatically entitles the holder to access VIP and hospitality areas. 
  6. Accreditation badges bearing the relevant markings entitle holders to travel with the local public transport operators whose logos appear on the badge during its validity period. The badge must be worn visibly throughout the journey and presented for inspection without being asked, so that the transport operator’s staff can check its validity. The public transport operators at the host locations are Üstra (Hannover), NAH.SH (Kiel), VRS (Cologne), MVB (Magdeburg), MVV (Munich) and VVS (Stuttgart). 
  7. Accreditation is personalised and identifies the authorised holder through individual details (for example, first name, surname and photograph). Accreditation is issued to a specific person and is not transferable. All accredited persons must carry a photo ID as proof of identity and present it upon request to the MHWC 2027 organisers or the security personnel responsible for the arenas. 
  8. Non-personalised Upgrade Passes and Guidance Passes are valid only in conjunction with the authorised person’s personalised accreditation. 
  9. Non-accredited persons who need to enter an area of the Event Premises to which they do not have access in order to perform their duties may receive a Guidance Pass from an authorised person. This pass allows the accredited person to escort the non-accredited person into the zone required for the latter’s duties. The accredited person must remain with the non-accredited person at all times, escort them back to an area they are permitted to access once their duties are completed, and then collect the Guidance Pass. The accredited person must also inform the non-accredited person of the Terms of Use and Accreditation. 
  10. Passing on, reselling or attempting to resell accreditation is prohibited and constitutes a breach of these Terms of Use and Accreditation. 
  11. Any breach will result in withdrawal of accreditation under § 5. 
  12. Accredited persons must behave properly and respectfully during the event and in a manner appropriate to their role. They must not disrupt or obstruct event operations or the work of other accredited persons, teams, officials, media representatives, service providers or security personnel. By receiving accreditation, they automatically undertake to uphold the integrity of the event. Gambling and betting in connection with the event, doping, match manipulation and any other form of improper influence or conduct that threatens the integrity of the event are prohibited. Breaches may result in immediate exclusion from the Event Premises, withdrawal of accreditation and, where appropriate, further legal action. 

 

§ 3 Access 

 

  1. In principle, each accredited person is entitled to access the respective Event Premises within the scope of their accreditation, during its validity period and within the zones indicated on the badge. 
  2. Access must be through the entrance designated for the relevant zones. By entering the Event Premises, accredited persons acknowledge and accept the applicable house rules as binding. The house rules of the venues are available on the websites of the respective arenas: 

 

Hannover – ZAG Arena  

Kiel – Merkur Ostseehalle 

Köln – LANXESS arena  

Magdeburg – GTEC Arena  

München – SAP Garden 

Stuttgart – Porsche Arena 

 

The respective house rules apply independently of these Terms of Use and Accreditation.  

  1. If an accredited person is refused access for good cause by the MHWC 2027 organisers or the security personnel responsible for the respective Event Premises, the MHWC 2027 organisers reserve the right to confiscate and deactivate the accreditation badge under § 5 of these Terms of Use and Accreditation. Good cause exists in particular where: 

 

  1. he accredited person refuses to undergo the security checks carried out by the responsible security personnel upon entry to the Event Premises; 
  2. the accredited person’s details on the accreditation badge do not match those on the official photo ID they are carrying; 
  3. the accredited person enters an area of the Event Premises without the required accreditation or authorisation; 
  4. the accredited person makes image, audio or video recordings and distributes them live or at a later time without the necessary authorisation, or assists others in doing so; 
  5. the accredited person acts in breach of the integrity provisions in Part II, § 2.12 of the Accreditation Terms. 

 

§ 4 Prohibition of Advertising 

 

  1. By submitting the application form, accredited persons acknowledge that they may not use MHWC 2027 for advertising purposes or create the impression that they are a sponsor of MHWC 2027. This is subject to any express agreements with the MHWC 2027 organisers. 
  2. Accredited persons may not use the trademarks, logos or other identifiers of MHWC 2027 without first obtaining permission from the MHWC 2027 organisers. 
  3. Any activity that may create a direct or indirect commercial association with MHWC 2027 is expressly permitted only with the prior written consent of the MHWC 2027 organisers.  

 

§ 5 Sanctions 

 

  1. In the event of any breach of these General Terms of Use and Accreditation, the person concerned may be refused access to all Event Premises or to the affected Event Premises, removed from the Event Premises, or have their accreditation badge confiscated. 
  2. If accreditation is withdrawn, the badge must be returned upon request by the MHWC 2027 organisers. 
  3. The MHWC 2027 organisers expressly reserve the right to take further legal action or claim compensation for any additional damage. 

 

§ 6 Security Vetting 

 

  1. The MHWC 2027 organisers reserve the right to arrange for the competent authorities to carry out security vetting of accreditation applicants in accordance with the applicable local legal provisions and an assessment of the security situation. 
  2. In this case, the applicant will be informed of the security vetting as part of the accreditation process. The process includes the secure transmission of the necessary data to the competent authority and notification of the outcome of the vetting to the German Handball Federation (DHB), without disclosure of the reasons. If an employer submits a collective notification, the employer must inform each person concerned of the need to forward their personal data and of the associated procedure. If a person does not wish to undergo security vetting, they cannot be granted accreditation for this event. This will not disadvantage them in relation to other events that do not require security vetting 
  3. The DHB confirms that personal data will be transmitted to the competent authority only within the scope of, and for the sole purpose of, security vetting. 

 

§ 7 Right to One’s Own Image 

 

Each accredited person gives consent, which may be withdrawn, to the use free of charge of images and audio recordings of them made in connection with MHWC 2027. This includes, in particular, photographs, live transmissions, broadcasts and other image and audio recordings in current and future media. Such use is excluded where it conflicts with the accredited person’s legitimate interests or where a different agreement has been made. Section 23(2) of the German Act on Copyright in Works of Fine Art and Photography (Kunsturhebergesetz) and applicable data protection provisions, in particular the General Data Protection Regulation (GDPR), remain unaffected. 

 

III. General Provisions 

 

§ 1 Liability  

 

  1.  Persons enter and remain within and around the venue at their own risk. The DHB, its legal representatives and/or persons engaged to perform its contractual obligations are liable for damages, irrespective of the legal basis, only in cases of intent or gross negligence, or in the event of a breach of essential contractual obligations. In the latter case, liability is limited to the damage typical of the contract and foreseeable at the time the contract was concluded. Essential contractual obligations are those whose fulfilment is necessary for the proper performance of the contract, whose breach jeopardises the purpose of the contract, and on whose fulfilment the customer normally relies. This limitation of liability does not apply to claims for damages arising from injury to life, body or health, or to any other liability that is mandatory by law. 
  2. The MHWC 2027 organisers exclude all liability arising from technical faults within the EMS. They also provide no guarantee that the EMS functions are free of viruses or other harmful elements. 
  3. Use of the EMS is at the user’s own risk. Users alone are responsible for any loss of data or damage to their computer systems. 
  4. The MHWC 2027 organisers cannot guarantee that users’ IT systems are compatible with the EMS or that its functions will operate without interruption, remain up to date or be free of errors.  

 

§ 2 Data Protection 

  

  1. Personal data is collected and processed when the EMS is used. Processing takes place solely in accordance with applicable data protection provisions, in particular the EU General Data Protection Regulation (GDPR). The data is used only to provide and administer accreditation and related services for MHWC 2027 and is not disclosed to third parties without a legal basis.

§ 3 Amendments and Additions 

 

  1. If market conditions, legislation and/or rulings of the highest courts change, the DHB may amend and/or supplement these Terms, including in existing contractual relationships, by giving four (4) weeks’ notice, provided that the change is reasonable for the applicant, taking the DHB’s interests into account. 
  2. Applicants will be notified of the respective changes. Notification may be given through the EMS, by email or otherwise in text form. 
  3. Amendments and/or additions will be deemed accepted if the applicant does not object in writing or by email within four (4) weeks of receiving them, provided that the DHB has expressly drawn attention to this deemed acceptance in its notice of amendment. 
  4. Applicants who have applied for accreditation on behalf of third parties must ensure that all persons for whom accreditation has been requested are informed of the amendments and/or additions. Any objection must be submitted solely by the applicant to the specified contact address. 

 

§ 4 Governing Law, Place of Performance and Jurisdiction 

 

  1. To the extent legally permissible, Dortmund shall be the place of jurisdiction for all disputes arising out of or in connection with these Terms and/or their validity, or legal transactions based on these Terms. 
  2. German law applies, excluding the United Nations Convention on Contracts for the International Sale of Goods (CISG). 

 

§ 5 Severability 

 

If any provision of this agreement is or becomes wholly or partly invalid, incapable of being performed or unenforceable, this shall not affect the validity of the remaining provisions or the remaining parts of such provisions. The invalid provision shall be replaced by a valid provision that most closely achieves its intended purpose. The same applies to any omission in these Terms. 

 

§ 6 Prevailing Language  

 

These Terms were originally drafted in German. In the event of any discrepancy, ambiguity or conflict between the German version and this English translation or any other translation, the German version shall always prevail and be authoritative for interpretation.
